The two-day
Special Lok Adalat organised by BSES in association with the Delhi High Court Legal
Services Committee on September 12 and 13, created history. Of the total of 2795
(BRPL 1444, BYPL 1354) cases that were received, un unprecedented 2601 (BRPL
1308, BYPL 1293) or 93% were settled on-the-spot.

Since the aim of
this Lok Adalat was to give relief especially to the non creamy layer, customers
based on their financial condition, were allowed to pay
the ‘settled’ amount in manageable 3-4 installments. Customers have also been given
between 15 days – one month to pay up the amount.
“The
overwhelming success of this Lok Adalat has virtually seen history not only
repeating itself, but bettering its past performance – improving upon both the
success percentage and sheer number of cases resolved. The last Lok Adalat had
a success rate of 92% and had resolved 2333 of the around 2500 cases that were
received”, said a BSES official.
The Special Lok
Adalat provided a unique opportunity to BSES’ customers/ litigants for an amicable
on-the-spot settlement of their power theft cases, relating to both Direct Theft
(DT) and Dishonest Abstraction of Energy (DAE). ). Cases that were either
pending in any Court of Law or were yet to be filed in any Court of Law and
upto Rs 1 lakh were taken up by the Lok Adalat.
“This unique Lok
Adalat provided BSES customers a cost effective and a one-stop-setup for
settlement of their power theft cases. To dispose off cases in the quickest possible time, a
total of 12 Courts (BRPL 7, BYPL 5) were set up for the purpose. BSES had also
made special arrangements, like setting up 12 Help Desks – manned by specially
trained officials - to hand hold each
consumer and to make their experience hassle free. Of these two helpdesks – one
each – were dedicated to cater to women and handicapped and senior citizens.
Commenting about the huge success of the Lok
Adalat, a BSES spokesperson said, “The exercise was a win-win for everybody.
For the customers, it meant an opportunity to amicably settle their cases and
an escape from a prolonged and an expensive legal process. For an over worked judiciary,
it meant some burden off their Courts. For BSES, it meant, more people coming
into the billing net”.
