The Special Lok Adalat organized by BSES in
association with Delhi High Court Legal Services, besides being an
unprecedented hit, was also a great leveler. Shopkeepers, Businessmen, Showroom
owners, Guest house owners, Industrialists, Housewives, Dhobis and even a
religious organization made a beeline for the special Lok Adalat. From Mercedes
to cycles – customers arrived at the venue in every conceivable means of
transport.
The Special Lok Adalat saw over 92 percent of
the cases being settled on the spot. The two day Lok Adalat received a total of
2527 cases (BRPL 1137, BYPL 1390). Of these 2333 cases (BRPL 1056, BYPL 1277)
were settled.
“Customers, whose cases were settled, have
been given upto 15 days to pay up. Infact, BSES has adopted a very humane
approach in this regard. Looking at the financial position of the customers /
litigant, BSES has even allowed some to pay in 3-4 installments”, said a BSES
official.
The Lok Adalat
provided a unique opportunity to BSES’ customers/ litigants for amicable on-the-spot
settlement of their power theft cases, relating to both Direct Theft (DT) and
Dishonest Abstraction of Energy (DAE). Cases that were either pending in any
Court of Law or were yet to be filed in any Court of Law and upto Rs 5 lakh were
taken up by the Lok Adalat.
“This unique Lok
Adalat provided BSES customers a cost effective and a one-stop-setup for
settlement of their power theft cases. Initially, a total of 12 ‘special’
Courts were set up. Looking at the huge rush, their numbers was eventually
increased to 16. Moreover, BSES had made special arrangements to speed up the
entire exercise and cut response time to settle each case in this “paperless”
Lok. For the purpose 4 special help desks to hand hold and guide such consumers
were set up”.
Commenting about
the huge success of the Lok Adalat, a BSES spokesperson said, “The exercise was
a win-win for everybody. For the customers, it meant an opportunity to amicably
settle their cases and an escape from a prolonged and an expensive legal
process. For an over worked judiciary, it meant some burden off their Courts.
For BSES, it meant, more people coming into the billing net”.
