Railways caught stealing electricity

100 % electricity requirement of Nizammudin Railway Colony being directly tapped (stolen) from BSES overhead system.

 

  • Entire colony caught running on un-metered electricity
  • Stolen electricity used for both domestic lighting and community services like Community Pumping Stations, Streetlights, Corridor lighting etc
  • Preliminary assessment pegs the connected load at over 150 KW
  • A bill of Rs 62.73 lakh has been raised on the Railways
  • Interestingly, Railways was billing all individuals (over 50 households) for this stolen electricity

 

  • Having unearthed electricity theft by consumers cutting across all sections of the society – rich or poor, BSES in a recent survey was startled to discover electricity theft by none else but Indian Railways.
  • The survey found that the Indian Railways’ entire colony in South Delhi’s posh Nizamuddin area was stealing power by directly hooking to the BSES overhead distribution system near Pratap Nagar. The entire load of the colony was thus un-metered.
  • Clearly, the colony’s entire power needs – including 50 households, a water pumping station, internal street-lights, corridor lighting etc – was met on stolen electricity.
  • Preliminary assessment has pegged the blatant power theft at over 150 KW.
  • Electricity charges have been assessed at over Rs 62 lakh (for the BSES period)
  • BSES has brought case to the notice of senior officials of Northern Railway.
  • Interestingly, though electricity was stolen, Railways was charging the users for the same by installing their own meters.
  • Excerpts from BSES communication to the Railways: “Worst still, Railways have installed own meters in each of their employee’s quarters and are realizing energy charges from such users regularly without paying any energy charges to the Discom”.
  • Railways tried to dismiss BSES charge initially by saying that the colony was being fed electricity from the HT connection provided by BSES at the Nizamuddin Railway Station.
  • A joint inspection found the Railways claim to be untrue as the power was infact being stolen from BSES’s nearby Pratap Nagar sub-station.
  • This was demonstrated by BSES’ O & M staff by switching off the LT connection at the Pratap Nagar sub-station, which led to the black out of the entire colony.
  • BSES has now given an ultimatum to the Railways to immediately pay up the assessment bill of Rs 62.73 lakh within a week and regularise these connections or face legal consequence and disconnection of the power supply.
  • “This conscious action on behalf of Railways tantamounts to Dishonest Abstraction of Electricity which is a violation u/s 135 of Indian Electricity Act 2003” says the BSES communication.

 

 

 

 

 

  • BSES has been repeatedly asking the Railways to disclose all their assets in the BSES license area and to regularise their electricity connections.
  • It is suspected that that there could more number of such illegal connections in Delhi, which are contributing towards the AT & C losses – adversely affecting the tariff and the interests of the honest consumers.
  • BSES urges its customers to come forward and report power theft. In addition to the two dedicated and exclusive numbers to report power theft – 39999777 (BRPL) and 39999888 (BYPL), BSES customers can also report power theft on the two newly created email ids theft.bypl@bsesdelhi.com (BYPL) and theft.brpl@bsesdelhi.com (BRPL)
  • According to a BSES spokesperson “BSES urges its customers to join BSES’ mission to eradicate the menace of power theft form Delhi
