Two weeks in Tihar for intimidating and obstructing BSES officials on duty

 

·         In two separate cases, 3 sent to Jail for intimidating and obstructing BSES officials and for stealing and abetting power theft

Case A

·         Nangloi’s notorious element sent to Jail for obstructing, intimidating and assaulting BSES officials.

·         Earlier he held BSES officials in illegal captivity

·         He used to create impediments for the residents, wanting to take BSES connections

·         He was also an illegal power distributor and abettor of large scale power theft in the area

Case B

·         Two garment factory owners in Bapa Nagar, Karol Bagh sent to Tihar for 14 days

 

The legal machinery is taking a strong view, not only against people indulging in power theft but also against those abetting it. It has begun taking serious note of people, obstructing and intimidating discom officials from carrying out their official duties. In two recent cases, three persons were sent to Jail for intimidating and obstructing BSES official from doing their duties and for stealing and abetting power theft.

 

(A)     Nangloi’s notorious element and abettor of large scale power theft arrested and sent to Jail for obstructing and intimidating BSES Teams and facilitating power theft

 

Naresh Saini, a resident of Laxmi Park in Nangloi division was recently sent to Jail for repeatedly obstructing the implementation of BSES’ Meter Modernisation Program (MMP) in the area and stealing and abetting power theft. Besides running an illegal power distribution racket in Nihal Vihar, he used to also facilitate residents of the area to steal power.

 

Recently Saini visited BSES’ Nangloi office and threatened and intimidated the Business Manager to stop Enforcement Raids in Nihal Vihar, where he was running an illegal electricity distribution network.  His premise was subsequently raided. He used to steal and illegally supply around 50 KW power to over 200 residents of the area. A penalty of over Rs 15 lakh is liable to be imposed on him. “Naresh Saini used to create impediments for the residents, wanting to take bonafide legal connections from BSES” said a BSES official and added “Residents are urged to take legal and bonafide connections. For the purpose, BSES is holding camps for giving new connections in the area”

 

Naresh Saini has a long  and chequered history of intimidating, threatening and even physically assaulting BSES officials while on duty. 

 

  • A few days back, he physically assaulted a BSES bill distributor, while on duty and warned him not to enter the area again.
  • In late November, he had snatched official papers of the MMP team working in the area and obstructed their functioning. He also held them captive for over three hours.
  • In August, he visited the Division Office in the area and slapped one BSES official – without any reason. A FIR was subsequently lodged.

 

 

According to a BSES official “In the last 4 years, BSES has booked over 1,000 cases of power theft in the Nangloi area – of which Nihal Vihar is a part, over 10,000 KW of power theft load and over Rs 31 crore in penalties have been levied in the area”.

 

 

 

 

 

 

(B) Two garment factory owners sentenced to 14 days Jail for manhandling BSES Inspection Teams and stealing power

 

On January 9, 2007, two garment factory owners – Gurdev Sing and Bholey were sentenced to Tihar Jail for 14 days by a Special Court of Electricity for manhandling a BSES Inspection Team and stealing power. Their factory – situated at Bapa Nagar in Karol Bagh was raided a couple of days earlier and they were found to be indulging in direct theft of nearly 8 KW of electricity. A penalty of over Rs 1.5 lakh is liable to be imposed on them.

 

Earlier, when a BSES Inspection team had gone to inspect the first floor premise, the duo had manhandled members of the team and obstructed them from carrying out their official duties. Later a FIR (No 17/07) was lodged at the Prasad Nagar Police Station against the duo. Subsequently they were arrested and produced before the Special Court.

 

“Customers are requested not to steal power and obstruct discom officials from carrying out their official duties. Both are offences and punishable under various provisions of the Indian Electricity Act 2003 and Sections of the Indian penal Code said a BSES official and added “Large scale theft of electricity is responsible for the frequent incidence of outages in an area on account of trippings. Honest customers are requested to alert BSES about incidence of power theft area. They can leave anonymous tip offs at 39999888 (BYPL) and 39999777 (BRPL).
