Najafgarh and Jaffarpur: BSES’ Wild Wild West

Residents changing modus operandi to steal power

 

  • Najafgargh and Jaffarpur have power theft of around 85%
  • Direct Theft (DT) is the “preferred” method of stealing power for the residents here
  • BSES is investing crores to replace the original un insulated cables with state-of-the-art insulated LTAB cables – which are difficulty to steal from
  • There has been a decline in DT, but cases of Meter Tampering are on the rise
  • In just two days, BSE Vigilance Department’s Flying Squads have detected close to 30 cases of Meter Tampering in Najafgargh’s Ranaji Enclave
  • BSES urges  customers to refrain from stealing power
  • In Najafgargh, of the total 32.5 million units (MU) of power supplied, only 6.5 MU are billed. Corresponding figures for Jaffarpur are 12.5 MU supplied and 1.25 MU billed

 

Najafgargh and Jaffarpur – the two areas that continue to symbolize till date – the state of Delhi before power distribution reforms in July 2002. Power theft @ 85% here, continues to be a major concern, in BSES’ otherwise brilliant record in AT & C loss reduction.

 

With their mostly rural set ups and a mix of agricultural, commercial and industrial users, these two areas are also known as Delhi’s Wild Wild West. BSES Enforcement teams coming under attacks from the residents are a routine phenomenon here. Direct Theft (DT) is the predominant method of stealing electricity.  

 

To crack down on this menace of power theft, BSES is investing crores of rupees to replace the original uninsulated cables with state-of-the-art insulated LTAB cables – which besides being more robust are also impossible to steal from.  This move by BSES, is no doubt helping to bring down the incidence of DT. But at the same time, there are tell tale indications, that residents – not willing to give up their “birth right to free power”, are giving up their traditional ways of stealing power (DT) in favour of more modern techniques of Meter Tampering.

 

This changing trend came to BSES’ notice recently. In just a couple of days, BSES Vigilance Department’s Flying Squads detected 30 cases of Tampered Meters in Najafgargh’s Ranaji Enclave. Most of these meters were found 50 – 84% slow.

 

“Preliminary investigations into the incidents have revealed that, residents are using all available options, albeit illegal – services of local electricians, touts and even bribing employees of contractors engaged by BSES - to have their meters tampered”, said a BSES official.

 

Informing that over the next few days, BSES plans to intensify its crackdown on power thieves – especially in high power theft areas like Najafgargh and Jaffarpur, a BSES official added “Customers are urged to take legal connections and not to steal power. Besides, being a social menace, it also leads to frequent and unscheduled outages in the area”
